Samuel E. Kramer was born in Newark, Ohio, on December 4, 1878. His family moved to Cleveland when he was a child. Kramer was educated at Cleveland schools through his graduation from the Western Reserve University School of Law in 1903. He was active in Republican politics, representing the 22nd Ward in the Cleveland City Council from 1908-1911. In 1912 he was elected a judge of Cleveland's new municipal court, and continued to serve there until 1918 when he was elected to the Common Pleas Court. From 1946 until his retirement in 1955, Kramer was the Chief Justice of the Common Pleas Court.
The Samuel E. Kramer Papers, 1912-1960 and undated, consist of election materials, including sample ballots and endorsements; program, speeches, and correspondence from a 1952 testimonial dinner honoring Kramer; a memorial resolution by the Cleveland Bar Association; and an incomplete composition titled "The Citizen king."
This collection will be useful to researchers studying the legal history of Cleveland, Ohio in the twentieth century.
