He was elected to that post in 1897. The collection consists of correspondence, agreements, deeds, and other documents, relating to the "Chiriqui Grants" (Panama) and the formation and activities of the Isthmus Pacific Railway Company of New York, organized to build and operate railroads within New Granada, Costa Rica, and Colombia.
