In 1946, he became the Associate Director of the Jewish Welfare Federation of Cleveland. He was Executive Director (1948-1965) and Executive Vice President (1965-1975) of the Jewish Community Federation. Under his leadership, it became one of the most successful community federations in the United States. Zucker also served as a consultant to other Jewish federations and local and national social organizations.
