Rocker graduated from Cleveland Law School in 1907 and practiced law in the Cleveland area until 1950. He was a founder of the Cleveland City Club, a member of the board of the Cleveland Community Chest, president of Park Synagogue (Anshe Emeth) from 1930-1953, and president of the Jewish Community Council of Cleveland from 1945-1953. Additionally, he served on the board of overseers of the Jewish Theological Seminary, and as a member of the board of directors of the United Jewish Appeal.
