It maintained listings of available homes, assisted with the bureaucracy of federal housing programs, and held educational seminars on housing issues. It was directed by Reverend Doris Gilmer. The collection consists of grant proposals, correspondence, an organizational outline, case histories, a biography of Rev. It depended on government and foundation grants for much of its support, and, by the mid-1970s, owned and managed over 250 units of housing. The group floundered in 1984 after reports of corruption and poor management made it difficult to obtain adequate funding. The group was known as HOPE.
