In his position as a leader of the Nationalities Services Center Polish American Conference, he was nominated in 1975 to represent that organization as a member of the Study Group on Racial Isolation in the Public Schools. The Study Group was a citizens' committee formed to provide community leadership and assure peaceful implementation of court ordered desegregation of Cleveland's public schools. The Group consisted of a loose coalition of 15 organizations. Study Group members used its reports and discussions as the basis for planning by their own organizations for response to the decision, program activities, and constituent education. The collection consists of materials collected by Bielen related to groups with interest in public school desegregation and busing in Cleveland, Ohio. These include minutes, agendas, memoranda, correspondence, reports, legal briefs, circulars, newsletters, and newspaper clippings. The largest group of materials relates to the Study Group on Racial Isolation in the Public Schools. Its primary aim was to establish the principle of non-discrimination in the Greater Cleveland housing market. It assisted persons who had historically been denied housing because of race, religion, or national origin by offering affordable housing; promoting good community relations as a way to stabilize emerging mixed neighborhoods; and encouraging the dissolution of segregation patterns based on race, ethnicity, or religious background. The founding officers included Karl F. Bruch Jr., Dr. Winston Richie, and Russell Adrine. By 1971, federal and state governments had passed open housing legislation, and Fair Housing Inc. was dissolved. In 1968, he received a bachelor's degree form Occidental College. Refusing to serve in the Vietnam conflict, Miller performed service as a conscientious objector from 1980-1972 at University Hospitals, Cleveland, Ohio. In 1992, he was a probation officer for the Cleveland Heights Municipal Court. Miller has been active in many socialist and political organizations since the late 1960s. He traveled to countries in Asia; including China, North Vietnam, and Laos; and to Nicaragua.
