| | | Creator: | Stokes, Carl | | | Dates: | 1956-1972 | | | Abstract: | Carl Stokes (1927-1996) was the Mayor of Cleveland, Ohio, from 1967-1971. Stokes was the first African American mayor of a major American city and the first African American Democrat in the Ohio State Legislature, where he served three terms from 1962-1967. As mayor, Stokes launched a number of programs to alleviate the problems of urban decay. Chief among these was Cleveland: NOW!, a joint public and private program with plans to raise $177 million in its first two years to revitalize Cleveland. The program was discredited due to the Glenville Shootout in July, 1968. Under Stokes, Cleveland City Council passed the Equal Employment Opportunity Ordinance, and HUD resumed funding projects aiding in the construction of over 3,000 new low- and middle-income housing units. Stokes became a newscaster with NBC television in 1972, and returned to his law practice in Cleveland in 1980. In 1983, Stokes was elected a municipal court judge. The collection consists of correspondence, memoranda, reports, minutes, and newspaper clippings pertaining to the political career of Carl B. Stokes, including his terms in the Ohio State legislature, his mayoral campaigns, and particularly his tenure as mayor of Cleveland, Ohio. The collection details the organization of the mayor's office, and illustrates the problems that Blacks in the vanguard of social and political progress faced, as well as the challenges faced by any urban leader in the turbulent 1960s and early 1970s. Key events in Stokes' administration are illustrated, including the Glenville Shootout, the hiring and resignation of Safety Director Gen. Ben Davis, the activities of the Mayor's Council on Youth Opportunities, and Cleveland: NOW! The collection contains the papers of Elias, Orrin, Julian and Martin Harmon. He later prospered as a farmer in Charlestown, Portage County. His brothers John and Eben moved to Ohio and entered politics. John was an Ohio state legislator and associate judge of the Ohio Supreme Court. Eben was a state senator, a judge of the common pleas court, and a U.S. congressman. A relative, Sophia Newton, was president of the Female Missionary Sewing Society of the Methodist Episcopal Church of Charlestown (est. 1844). Another relative, Emma Newton, left behind three composition books (1837-1838). The family originated in Knock, parish of Castlenagh, County Down, Ireland. William Morrow emigrated to Virginia, and with family friend Alexander J. Stewart, who had settled in New York City, corresponded with the remaining Morrow family members in Ireland. The David Morrow Sr. family, including David Sr., his wife Abigail, and their children, David Jr., William, and Abigail, emigrated from Belfast, Ireland in 1832, and were settled in Euclid, Ohio, by 1833, where they farmed. David Morrow Jr. and his brother William, continued to farm after the death of their father in 1836, eventually acquiring their own land in Glenville, near Cleveland, Ohio. David Morrow Jr. married Eliza Shade, and they had three children; David Wilson, Abigail, and Eliza Lillie. David Wilson Morrow attended Shaw Academy in East Cleveland, and graduated from the Case School of Applied Science in 1890. He went into practice in Cleveland as a civil and architectural engineer, establishing the firm of Morrow and Cross. He was an active member of the Cleveland Engineering Society, the Cleveland Chamber of Commerce, and the Cleveland Automobile Club. He married Ruby Jessamine Adams in 1905, and they had four children, two of whom survived, Ruth and David. At this time, council was embroiled in the controversy over municipal ownership of Cleveland's street railways and the $.03 fare. The controversy was settled with voter approval in 1910 of the compromise "Tayler Grant" which called for "service at cost," a $.03 fare, and city supervision of the Cleveland Electric Railway Company, reorganized as the Cleveland Railway Company. The collection consists of papers dealing with railways and the Street Railway Ordinance, including minutes of meetings of the Council of the Whole, January 20 to October 14, 1909; addresses of attorney Homer H.
