He graduated from Western Reserve University in Cleveland and earned a scholarship to attend Harvard University in Cambridge, Massachusetts, where he received an MBA. He served in the U.S. Navy from 1942 to 1946. In 1947, Miller joined Forest City Material Company, the precursor to Forest City Enterprises, and was instrumental in the success of Forest City, being credited with spearheading the company's move into land development. Miller was a lifetime honorary trustee of the Jewish Federation of Cleveland and the National Conference of Christians and Jews, and an honorary trustee of Case Western Reserve University in Cleveland. He was a past chair of Israel Bonds and the Cleveland Jewish Welfare Fund.
