Abstract: The Cleveland Development Foundation was a Cleveland, Ohio, non-profit corporation founded in 1954 to provide support for community development and renewal projects. The collection consists of financial records, notebooks of clippings, films, maps, and office files containing letter copies, correspondence, minutes, studies, proposals, speeches, contracts, insurance policies, printed brochures, pamphlets and booklets.

History of the Cleveland Development Foundation

The Cleveland Development Foundation was incorporated in Cleveland, Ohio, on June 23, 1954, as a private, non-profit corporation. Its purpose was to assist in the development of Cleveland by providing leadership and financial support for community development and renewal projects. A two million dollar revolving fund was created by investments of Cleveland businesses and industries. This fund was to provide seed money to expedite specific projects. Operating funds of the foundation were provided from the income of a five million dollar grant received from the Leonard C. Hanna, Jr. Fund.

The foundation has participated in numerous renewal projects throughout the city of Cleveland. These projects have ranged in size from single buildings to entire neighborhoods, and have involved cooperation with the federal government, state and local governments, business and industry, and private organizations. The foundation has been instrumental in coordinating these groups and in many cases has acted as their collective spokesperson. In some projects, the foundation's aid was merely advisory. In others, it was the principal agent. Projects in which the foundation has played a major role include: St. Vincent Urban Renewal Project; Cleveland State University; Erieview; Garden Valley Housing Project; Longwood Housing Project; University-Euclid Urban Renewal Project; Hough Area Corporation; and the Near West Side Development. The foundation has financed a movie, "Cleveland: City on a Schedule," a book, Open Space in Urban Design (New York, The Spiral Press, 1864), and a study of unemployable persons in the Greater Cleveland area.

Scope and Content

The Cleveland Development Foundation Records, 1953-1970, consist of office files, financial records, newspaper clippings, films, maps, and photographs. The office files include letter copies, correspondence, minutes of meetings, studies, proposals, speeches, contracts, insurance policies, printed brochures, pamphlets, booklets, and photographs. The records encompass the complete activities of the foundation and include material originating with or relating to many of the organizations with which the foundation was involved.

This collection will be useful to researchers studying the history of Cleveland, Ohio, in the 1950s and 1960s, particularly efforts to fund and administer urban renew projects there. The foundation sought "to furnish assistance to projects and undertakings for the improvement of the public peace, health, and safety, civic development, and public welfare in the Cleveland metropolitan area of northeast Ohio and to participate in programs for the elimination of slum conditions and in urban redevelopment and other projects conducive to the progress of the community.. ." The foundation was instrumental in coordinating technical, governmental, and financial institutions in attempting to find solutions to urban redevelopment problems. Researchers interested in projects such as Kerruish Park Housing, East Woodland Slum Clearance, St. Vincent Slum Clearance, Cuyahoga Community College, Cleveland State University, University-Euclid Urban Renewal, Erieview, the University Circle Research Center, and the Hough Housing Corporation will find this collection particularly useful.

Series V: Scrapbooks and Oversize Material is arranged by subject and then chronologically.

Restrictions on Access

Access to all material is Container 65 and Container 66 is restricted. Researchers must obtain the written permission of the Greater Cleveland Growth Association to access these containers. Access to the remainder of the collection is unrestricted. Researchers should consult the WRHS Curator of Manuscripts for further details.
