Abstract: The Jewish Family Service Association of Cleveland was established in 1875 as the Hebrew Immigrant Aid Society in Cleveland, Ohio. It merged with the Hebrew Relief Organization in 1883 to form the Hebrew Relief Association. It was renamed the Jewish Social Service Bureau in 1922. The Bureau affiliated with the Western Reserve University School of Applied Social Sciences and helped train students for field placement. In 1943, the Bureau changed its name to the Jewish Family Service Association. The collection consists of minutes, reports, correspondence, financial records, case files, speeches, research papers, and statistics of the Association; minutes, reports, and correspondence of agencies working with the Association; and thirty-eight theses submitted to the Western Reserve University School of Applied Social Sciences.

History of the Jewish Family Service Association of Cleveland

The Jewish Family Service Association of Cleveland, Ohio, has worked towards strengthening the positive values in family life and promoting the healthy personality development and satisfactory social functioning of various family members since it was founded in 1875. Originally established as the Hebrew Immigrant Aid Society, the agency merged in 1883 with the Hebrew Relief Organization to form the Hebrew Relief Association. Volunteers helped immigrants to find jobs and provided material relief to the needy.

As immigration slowed in the 1920s, the agency turned its efforts in new directions. Casework services began in 1922, and in 1924 the agency was renamed the Jewish Social Service Bureau to indicate the new range of services. Under the professional direction of Violet Kittner, the agency became affiliated with the Western Reserve University School of Applied Social Sciences and helped to train students for field placement.

During the 1920s and 1930s, the Jewish Social Service Bureau continued to disburse relief to the needy, and in 1931 it distributed the first public tax funds that were available for general relief. The agency was active in the establishment of public relief organizations, and in 1933 it turned its relief cases over to the new public agencies. Also during these years, the Jewish Social Service Bureau expanded to include Homemaker and Refugee Resettlement Services, and a Vocational Adjustment Department (which later became an autonomous agency, the Jewish Vocational Service).

In 1940, upon the death of Violet Kittner, Rae Carp Weil became director of the Jewish Social Service Bureau. Three years later, the agency changed its name to the Jewish Family Service Association and instituted fee services in order to make the agency more accessible to those who would hesitate to accept free aid. Throughout the 1940s, 1950s, and 1960s, the Jewish Family Service Association continued to grow. The Homemaker Service was expanded, and new programs on the Aged; Special Work with Children; Family Life Education; Parent Guidance and Youth Outreach, among others, were initiated. Expanding services and a mobile Jewish population led the agency to move east, finally settling at 2060 South Taylor Road in Cleveland Heights, Ohio, a convenient location for most of its clientele.

The Jewish Family Service Association is accredited by the Family Service Association of America, and is a member of the Jewish Community Federation. It was a member of the Welfare Federation of Cleveland as well. Throughout the years, it has worked closely with these and other local and national organizations on numerous community projects and research studies.

During the 1970s, the Soviet Union temporarily loosened its grip on emigration. Of the tens of thousands of Jews who left the country during the 1970s, approximately 2,500 settled in Cleveland. For a few years, the Cleveland Jewish community had the highest concentration of Soviet Jewish refugees per capita in the United States. By the early 1980s emigration was once again restricted, but in 1988, the doors were opened again, and 19,000 Jews emigrated from the Soviet Union. The Jewish Family Service Association played a pivotal role in the resettlement of Soviet Jews who came to Cleveland. While it had been the policy of the Jewish Community Federation of Cleveland to resettle only Soviet refugees with first degree family members living in Cleveland, the enormous tide of emigration prompted a change in policy. In March 1989 Cleveland began accepting refugees with distant relatives or close friends in the area, and soon thereafter began resettling "free cases", i.e., refugees who had no ties to Cleveland. Between 1989 and 1992, Jewish Family Service Association assisted in the resettlement of 2,000 Soviet Jewish emigrants. The Jewish Family Service Association was involved in the delivery of core services including pre-arrival meetings with anchor relatives, intake orientation regarding local health systems, school systems for children and adults, employment, basic needs support in the form of direct financial assistance for sixty days maintenance, and referral services to a network of community agencies. These agencies included: the Jewish Community Center for a wide variety of special programs including English as a Second Language (ESL) classes, lunch programs and specially planned trips; Mt. Sinai Hospital for medical and dental services; Jewish schools for scholarships; and Jewish Vocational Service for employment orientation counseling and job finding.

Scope and Content

The Jewish Family Service Association of Cleveland Records, 1895-1974 and undated, consist of minutes, reports, correspondence, and financial records relating to the administration of the agency and its committees. There are also a large number of case files, speeches, research papers, and statistics, as well as the minutes, reports, and correspondence of agencies working with the Jewish Family Service Association. Also included are thirty-eight theses submitted to the Western Reserve University School of Applied Social Sciences in fulfillment of the Master's degree; personnel applications; publicity material; and program files.

This collection will be useful to researchers studying the history of the Jewish community and social work in Cleveland, Ohio, in the late nineteenth century and the twentieth century. The collection provides insight into the history of the Jewish community in Cleveland, and the relationship of Jewish agencies to each other and to the community. The changing emphasis of the agency from vocational adjustment to family counseling and parent guidance reflects the needs and concerns of the Jewish family. The Refugee Service files contain information on the experience and problems of the World War II refugees who settled in Cleveland. The Great Depression years and the Jewish Social Service Bureau's disbursal of public relief funds are documented in the relief files.

The history of the social work profession is also covered in the collection. The staff minutes, seminar files, and case files illustrate some of the methods and issues faced by caseworkers, as well as the changing focus of social work from counseling to preventive programs. The files pertaining to the National Association of Social Workers, and others, are indicative of the professional concerns of social workers in Cleveland and in the United States.
