Abstract: Harry J. Dworkin was a Cleveland, Ohio, lawyer, Ohio legislator, and member of the War Labor Board, 1942-1945. Dworkin specialized in labor relations law, and was a member of the National Academy of Arbitration and the American Arbitration Association. He authored a number of articles dealing with arbitration. The collection consists of arbitration decisions made during the period 1955-1985, along with some personal correspondence, including material relating to his duties on the War Labor Board and letters to and from Willard Wirtz, as well as two journal articles written by Dworkin.

Biography of Harry J. Dworkin

Harry J. Dworkin (1909- ) was born in Middlefield, Ohio, and graduated from Central High School in Cleveland, Ohio. After receiving his law degree from Ohio State University in 1932, Dworkin set up practice in Cleveland, specializing in labor relations. He served two terms in the Ohio House of Representatives as a Democrat (1938-1942), but was defeated in his bid for the Ohio Senate in 1942. While in the legislature, Dworkin served as secretary of the Judiciary Committee, was a member of the Mine Safety Code Committee, and was the author of anti-fireworks and birth registration laws. Dworkin served as a member of the War Labor Board from 1942 to 1945, and as a member of the Board's Coal Commission in 1944. In 1943 he was chairman of the Cuyahoga County Bar Association committee which investigated the administration of criminal justice in Cleveland. Dworkin also served on the Labor Panel of the American Arbitration Association and worked for the Federal Mediation and Conciliation Service. After the war, the bulk of Dworkin's energies were devoted to labor arbitration. He dealt with a wide range of cases for a large number of companies and unions. He is a member of the National Academy of Arbitration and the American Arbitration Association, and has authored a number of articles dealing with arbitration which have been published in various journals.


Scope and Content

The Harry J. Dworkin Papers (1943-1985) consist mainly of arbitration decisions made during the period 1955-1985, along with some personal correspondence, including material relating to Dworkin's duties on the War Labor Board and letters to and from Willard Wirtz, as well as copies of two journal articles authored by Dworkin.

The papers are useful to those interested in the activities of the War Labor Board or in the study of labor arbitration in Cleveland, Ohio, during the twentieth century.
