Abstract: The Benjamin Rose Insititute is a Cleveland, Ohio, foundation for the care and assistance of the elderly formed in 1908 via the estate of Benjamin Rose. The first foundation in the United States to deal primarily with the needs of the elderly, the Benjamin Rose Institute worked initially to keep the aged in their communities and avert their institutionalization. The Institute developed a national reputation for geriatric standards, care and research under Margaret Wagner, director from 1930-1959. The Benjamin Rose Hospital was opened in 1953 and operated jointly with University Hospitals of Cleveland (Ohio) specializing in old age rehabilitation and health care. The Institute presently runs the Margaret Wagner House, a nursing home. The collection consists of administrative files, files pertaining to the Areawide Model Project on Aging (a federal demonstration project involving elderly care at the Riverview and Cedar housing estates in Cleveland, Ohio), files on group psychotherapy for the aged, files on old age and nursing homes (e.g. Margaret Wagner House), subject files, and individual case files.

History of the Benjamin Rose Institute

The Benjamin Rose Institute, (f. 1908), located in Cleveland, Ohio, is a foundation designed to provide relief and assistance to needy senior citizens. Established through the estate of Benjamin Rose, who founded the Cleveland Provision Company and was noted for his philanthropic interest in the care of the aged, the foundation was the first in the United States to deal primarily with the needs of the elderly. It has grown to become a public advocate for the needs of the aged, providing and coordinating a wide variety of services.

The institute blossomed under the innovative direction of Margaret Wagner from 1930 to 1959. She fostered studies of nursing home care in the 1930s and a survey of the needs of the chronically ill in 1944. In 1937, the institute founded the first Golden Age Club, organized to address the problems of loneliness and isolation among the elderly. In 1941, the institute acquired Belford House on Bellflower Road in Cleveland, and later Braeburn House (the former Scottish Old Folks' Home on North Park Boulevard), both of which were operated as residences for the aged. At this time the Juniper House nursing home on Bellflower Road was also acquired, operating until 1961 when it was consolidated along with Belford and Braeburn houses into the Margaret Wagner House on Euclid Heights Boulevard in Cleveland Heights, Ohio. During this time period, the focus of the institute had shifted from an emphasis on services to the elderly in the community to an emphasis on institutional care of the very elderly and infirm who could no longer take care of themselves. As of 1968, the institute served 612 clients of average age 80.2 years, 57.1% of which were in institutions. The institute opened the Benjamin Rose Hospital in 1953 which operated jointly with University Hospitals and specialized in rehabilitation and serving the medical needs of the elderly. University Hospitals became the sole operator of the hospital in 1968, which was renamed Abington House. The institute has also been instrumental in the establishment of Highland View Hospital, the Chronic Illness Center, and the Committee on Older Persons of the Welfare Federation.

In 1973, the institute was contracted via the Mayor's Commission on Aging to provide services to the Cedar and Riverview Housing estates under the Areawide Model Project on Aging (AMPA), a federal demonstration program provided for under the Older Americans Act of 1965. Services provided consisted of social services and case aides, homemaker and home aides, nursing services, and outreach and advocacy work. Under the AMPA project, which the institute participated in until 1976, a plan was implemented to identify necessary services to the aged and to centralize and coordinate these services.

Scope and Content

The Benjamin Rose Institute Records, 1908-1981 and undated, consist of general administrative files, and files pertaining to the Areawide Model Project on Aging, the Group Work program, the Margaret Wagner House, and various other subjects. In addition, this collection includes extensive files pertaining to individual case studies (these are available for research on a restricted basis).

This collection is useful for an understanding of the development of care for the elderly in Cleveland, Ohio, during the twentieth century. It is helpful for highlighting the shift in emphasis from home care of the elderly toward institutionalization, and the efforts of one organization to avoid this increased de-emphasis on home care. In addition, the collection is useful for understanding the development of national standards for nursing homes and extended care facilities and improvements in the practice of social work through research programs and the training of social work personnel. In particular, the individual case studies are of considerable importance for an understanding of geriatric care and the problems of the aged throughout the twentieth century.
