Abstract: Charles W. Fleming was a Cleveland, Ohio, Municipal Court Judge, an Assistant Cuyahoga County Prosecutor, a special assistant to the Attorney General of the State of Ohio, senior partner of the Fleming, Hubbard, and Davis Law Firm in Cleveland, and a professor at Case Western Reserve University. Fleming was also involved in Masonry. The collection consists of agendas, certificates, correspondence, biographies, court cases, newsletters, booklets, newspaper clippings, lists, financial statements, minutes, schedules, reports, notes, pamphlets, programs, and resolutions.

Biography of Charles W. Fleming

Charles W. Fleming (1928-1994) was born April 20, 1928, in Cleveland, Ohio. He completed his education in the Cleveland Public School system. Fleming continued his education at Kent State University where he received a pre-law degree. In 1955, he received his J.D. in Law at Cleveland Marshall Law School.

In 1953, Charles W. Fleming married Norma G. Edwards in Cleveland, Ohio. Together they had four children: Reginald, Charles Esque, Carlos Averett, and Patrice Rochelle.

Fleming was admitted to the Ohio Bar in 1955 and to the National Bar in 1961. He served as Assistant Cuyahoga County Prosecutor from 1961 to 1968. From 1969 to 1975, Fleming worked as special assistant to the Attorney General of the State of Ohio. During 1969 to 1973, he also held the position as a professor at Case Western Reserve University, and he was senior partner at the Fleming, Hubbard, and Davis Law Firm from 1968 to 1976. In January 1976, Fleming was elected Cleveland Municipal Court Judge and was re-elected for a second term in 1981. From 1981 to 1984, he served as Presiding and Administrative Judge of the Cleveland Municipal Court. He was a member of Kappa Alpha Psi Fraternity and was greatly involved in Masonry. Fleming's experience as a Mason includes being a member of the Eureka Lodge # 52; President of the Braxton F. Cann Class of 1985 of the Bezaleel Consistory #15 of the United Supreme Council Ancient and Accepted Scottish Rite of Freemasonry, Prince Hall Affiliation, Northern Jurisdiction, U.S.A, Inc.; and Grand Inspector General of the United Supreme Council 33rd degree Accepted Scottish Rite of Freemasonry, N. J, Inc. In addition, he was an honorary Past Potentate, Past Imperial Potentate, and Deputy Imperial Legal Advisor of the El Hasa Temple # 28, and served as the Director of Civil Liberties of Ancient Egyptian Arabic Order Nobles Mystic Shrine, Inc.

The Charles W. Fleming Papers, 1943-1994 and undated, consist primarily of agendas, certificates, correspondence, biographies, court cases, newsletters, booklets, newspaper clippings, lists, financial statements, minutes, schedules, reports, notes, pamphlets, programs, and resolutions.

This collection is of value to researchers studying politics, Masonry, law, and civil justice in the twentieth century. It also is of value to those researching the role of African Americans in twentieth century law, urban politics, and the judicial system, specifically in Cleveland, Ohio. This collection includes material on Fleming's political campaign for re-election as Cleveland Municipal Court Judge, membership as a Freemason of the Ancient and Accepted Scottish Rite of Freemasonry, Prince Hall Affiliation Northern Jurisdiction, U.S.A, Inc., Ancient Egyptian Arabic Order Nobles Mystic Shrine of North and South America and its Jurisdiction, Inc., and as a past chairman of the Judicial Council of the National Bar Association and the Court of Appeals for the American Judges Association.
