Abstract: Leo Jackson (1920-1996) was an African American attorney and appeals court judge in Cleveland, Ohio. He was a member of Cleveland's city council from 1957-1970 where he represented the Glenville neighborhood and Ward 24. The collection consists of affidavits, agendas, applications, budgets, campaign literature, campaign signs, case files, certificates, charts, correspondence, court documents, expense statements, flyers, forms, journal entries, judicial opinions, lists, magazine articles, magazine clippings, magazines/publications, manuals, maps, meeting minutes, memoranda, newsletters, newspaper articles, newspaper clippings, notes, notices, ordinances, petitions, reports, resolutions, rosters, speeches/statements/remarks, syllabi, thesis, and transcripts. Biography of Leo A. Jackson

Leo Albert Jackson (1920-1996) was born March 10, 1920 in Lake City, Florida, the youngest of the fifteen children of William and Hattie Howard Jackson. He graduated from Jones High School in Orlando, Florida, in 1939 and served in the United States army during World War II. He went on to attend Morehouse College, graduating with an A.B. in 1943, and then obtained a Master of Arts degree in 1946 from Atlanta University. He married Gilberta Jackson (d. 1991) on September 7, 1945 in Atlanta, Georgia, and they had two children, Linda Adelle, born in 1951, and Leonard Allen, born in 1953 .

After graduating from Atlanta University, Jackson and his wife moved to Cleveland, Ohio, so he could attend Cleveland Marshall College of Law. He graduated with his law degree in 1950 and in 1977 Morehouse College awarded him an honorary Doctor of Law Degree. He worked for the Wage Stabilization Board in Cleveland and was in private practice as an attorney in Cleveland. He was active in many community organizations including the Glenville Community Council.

Leo Jackson was elected to Cleveland City Council as the Ward 24 representative in 1957 and served there until 1970. During his council career representing Cleveland's Glenville neighborhood, he fought for civil rights, introduced gun control legislation, and was dedicated to community development in his ward. He faced controversy on racial issues as a moderate African American who did not ally with the black power movement. He was offered a judgeship on the Cleveland Municipal Court during his second council term which he turned down because he felt he had remaining work to complete on behalf of his Glenville constituents. In 1968 he unsuccessfully ran in the Democratic primary for the 21st Congressional District. In 1970 Jackson ran in the Democratic Primary for Cuyahoga County Commissioner which he lost to Frank Gorman. He was also active in the county, city, and state Democratic parties and involved in various local issues like the Cuyahoga County Charter debate.

In 1970 Leo Jackson was elected to the Eighth District Court of Appeals of Ohio where he served three consecutive terms, twice as chief judge, and had a special assignment to the Ohio Supreme Court. He was also involved in many community organizations in the Cleveland area including the National Association for the Advancement of Colored People (NAACP), Citizens League, Kappa Alpha Psi Fraternity, the Cleveland and Cuyahoga Bar Associations, and many others. He received numerous awards for community service including the Brothers' Keeper Award given by the Jewish Community Federation of Cleveland in 1969. He served on the Board of Trustees of St. Vincent Charity Hospital from 1972-1992. He retired from the bench in 1987. Leo and his wife Gilberta were members of Antioch Baptist Church. Gilberta died in 1991. Leo Jackson died on April 19, 1996 in Shaker Heights, Ohio.

This collection is of value to researchers interested specifically in the life and career of Leo A. Jackson, focusing primarily on its implications for the City of Cleveland, Ohio, and the state of Ohio judicial system, as well as any genealogical interests. Series IV-VI detail aspects of Jackson's life that are of a more personal nature including his community and charity work and personal files which can shed light on how his political, social, and legal views were shaped. This collection is also of value to those interested more generally in civic and political careers of African Americans from the late 1950s through the late 1980s, throughout the United States in general, but more specifically in the state of Ohio and City of Cleveland.

Anyone interested in the government and political climate of the city of Cleveland from the late 1950s-1970 will find this collection of interest. In Series I the collection chronicles the municipal dealings of Cleveland City Council from 1957-1970 from the perspective of Leo Jackson, including housing and zoning concerns, information regarding racial tensions, relations with the police, the Hough Riots and unrest in Glenville (including the Glenville Shootout), as well as how politics in the city was affected by these types of issues. This collection is made even more relevant in light of events in Cleveland, Ohio; Ferguson, Missouri; and New York City in 2014-2015 igniting racial tensions and bringing police practices into question. Researchers can follow Jackson's career as an African American councilman and see how he applied and interpreted his experiences as he becomes a judge on Ohio's 8th District Court of Appeals. Researchers interested in judicial or legal history, especially of appeals courts, will find Series II of this collection of use for the journal entries and opinions of the 8th District Court of Appeals of Ohio (majority, concurring, and dissenting) included here as well as some of the significant case files and memoranda and notes related to those. Administrative files of the court may be of some interest as well.

Series III chronicles the political activities of Leo Jackson at the local, state, and national levels, thereby offering some insight into the political, social, and racial climate of the Democratic party in Ohio during the 1960s and 1970s. Researchers interested in political history and party politics during this period in the United States, and Cleveland, Ohio, more specifically, will want to view these files.

Due to the controversial nature of some issues discussed in this collection, there are instances of use of strong language and racially charged language that may not be suitable for some researchers.

Series I: Cleveland City Council Files is arranged alphabetically by subject and then chronologically.
Series II: Eighth District Court of Appeals of Ohio Files is arranged alphabetically by subject and then chronologically.
The correspondence in Series II has been retained in general original order but placed in chronological order by year for ease of researchers.
The exception for this arrangement is the correspondence with Dick Ayers, which has been retained in original order and given a bulk date range.
Series III: Political Activities and Committees is arranged alphabetically by subject and then chronologically.
Series IV: Community and Charity Activities is arranged alphabetically by subject and then chronologically.
Series V: Personal Subject Files is arranged alphabetically by subject and then chronologically.
Series VI: Audio/Visual Material and Photographs is arranged alphabetically by document type, then alphabetically by subject, and then chronologically.
